on the recommendations of the Salaries Commission, retrospective effect to the re-organisation should be given to 1st January I suggest this date because, if a later date is taken, officers of this Department may be at a disadvantage in comparison with officers of other Departments in regard to implementation of the Salaries Commission's proposals, there being no revision of salaries related to their posts under the old nomenclatures. The proposal is, I think, Fair because the re-organisation does not appear to change the duties of the staff concerned, but merely to adjust the administrative framework to fit the duties actually being performed. It is in effect comparable to the re-grading proposed in other Departments by the Salaries Commission.
